Rosemary Allen led successful applications first for a Project Planning Grant and then for a Heritage Grant of £2,000,000 for the Fusilier Museum. She undertook the role of Project Organiser, assembling a design team and leading development proposals for the move of the under-used and under-resourced regimental museum into an historic town centre building. The project valued at £4.2 million was successful in raising match-funding from a range of public and private sector organisations, from charitable trusts and through public subscription. Headland’s exhibition design team undertook the design and installation of interpretation for the project, which opened in the autumn of 2009.
